Salary Range:$17.48 To $24.79 Hourly

Purpose of Classification:

The purpose of this classification is to ensure the proper functioning, maintenance, and repair of the City’s sewer and stormwater system infrastructure. This includes performing tasks necessary to inspect, clean, and repair sewer lines, storm drains, and related infrastructure to prevent blockages, overflows, and system failures. Employees in this classification play a critical role in protecting public health, preserving environmental quality, and ensuring compliance with local, state, and federal regulations. 

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Maintains and repairs sewer and stormwater lines and related system components: clears debris from manholes, sewer and stormwater lines, storm boxes, ditches, etc.; inspects and evaluates condition of systems; diagnoses leaks, blockages or other problems; excavates around sewer and stormwater mains; cuts in valves, tees, and beds; saw cuts driveways, sidewalks, curbs, and roads; repairs service lines; performs confined space entries in manholes; cleans manholes and lines; and changes out sewer rings and lids on manholes, etc. 

Locates manholes, service connections, sewer lines and other system components; travels to site; reads maps; utilizes global positioning system (GPS) and geographic information system (GIS) maps; enters and updates department database with location details; and maintains related documentation.

Receives and completes work orders: gathers tools and equipment needed to complete work activities; picks up and transports materials, tools and supplies; cleans and washes equipment and tools; performs preventive maintenance and minor repairs as needed; and notifies supervisor of needed equipment replacements and repairs. 

Operates CCTV Camera & Equipment: Uses standardized equipment, evaluates, and records the condition of the City of Fountain Inn’s wastewater infrastructure. Performs electronic diagnosis of CCTV systems as needed and performs basic electronic repairs. Organizes and maintains all CCTV data and reports in an extensive video and report archive. Provides internal and external customers with reports and videos as required. By means of a remote transmitter and equipment, locates and marks underground features of concern. Performs dye test of wastewater system to verify connectivity and locate problem areas. Assists in the planning, scheduling, and coordination of video work.

Performs related maintenance and repairs: repairs asphalt, concrete, yards and other areas that are disrupted as a result of maintenance and repair work; rakes and preps area for replacement/repair; and applies asphalt, concrete, sod, seed, etc.

Participates in after-hours-on-call duty requiring working after normal hours and during holidays to resolve emergency situations to include but not limited to, assisting in running heavy equipment to dislodge blockages in sewer pipes.

Adheres to established safety procedures: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; flags and directs traffic and places markers, signs and cones around project or work site to ensure safety of crew and the traveling public; and wears protective gear.

Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments: operates and maintains shovels, hammers, manhole hooks, camera, probing rod, jet hose, jackhammer, pipe saw, hand saw, chainsaw, pipe cutters, hatchets, machetes, pumps, truck, skid steer, mini excavator, cleaning truck, and other power or motorized equipment. 

Communicates with supervisors, other City employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Additional Functions: Performs other related duties as required.

Minimum Qualifications: High school diploma or GED required; supplemented by one year of experience in maintenance and repair of public works infrastructure; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Specific License or Certification Required: Must possess and maintain a valid South Carolina driver’s license – CLASS A or B CDL preferred. VCC and/or NASSCO certification preferred.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
